I have seen Ontario increase the density in cities and it works. In Whitby ON, a dozen old, rundown homes were demolished for a high rise that can house over 100 families. That is the path forward.

Why on earth would we open up the greenbelt which is far away from urban centres? Demand is high in cities and cities have old run-down neighbourhoods with large lot sizes. Demolish those, replacing them with higher density residences.
