If these changes are allowed to be made, it will be catastrophic for municipalities. These communities will not be able to support infrastructure and amenities for the new developments brought about by Bill 23 if they are not able to receive the funds from developers necessary. It is also very dangerous to give so much power to the Minister and the Premier to overrule municipal plans and other regional growth plans. Municipalities must be allowed to make their own plans, as they know best what they need. On that note, the public must be allowed to participate more freely in planning matters. Furthermore, CAs must be allowed to have input in planning matters beyond natural hazards. Humans need a healthy natural environment to survive and this has been ignored almost completely in this Bill. Do not make these changes. Almost everyone in the province is opposed to the changes proposed in Bill 23.
