I neglected to include one additional comment on the proposed regulation. Reducing the number of permitted anchoring days in one location from 21 to 7 for a calendar year is ridiculous. It would mean that cruising boaters who frequent a particular area would have just 7 days over the course of an entire season to visit one anchorage.
