Strict containment over water of pollutants, and transfer to shore of same needs to be defined, and infraction/ inspection terms identified.
Max footprint size at one location needs to be defined. (negate 6 barges at one site. Also minimizing lake bottom shadow effect at shoreline.
Coordinate with Transport Ministry regarding classification and definition of Vessel. They seem to think a floating raft is a vessel. Your definition is accurate regarding Camping. A vessel definition needs to include transient, with perhaps even less days at a "campsite" say 3.
Enforcement, Jurisdiction. The Regulation should be clear on multiple tier enforcement. Police and other Ministries regularly patrol waters in question, and all should be made aware of this Regulation, with enforcement / ability to fine, issue summons/ticket. Public should be given contacts to help report infractions
Objective would be to make it more expensive than a night stay at a resort.
