While I agree with most of what is proposed. The requirement for boats to not anchor within 300m of private property to be extremely harsh given that there are already less and less protected harbors to anchor overnight due to growth in cottage development. This requirement would eliminate the majority of bays that have been used for generations and would pose a safety concern as it would make finding an anchorage difficult while travelling. This type of regulation would lead to conflict between boaters and property owners as there would be enforcement issues as well as disputes over distance and location. While the majority of boaters will not willingly anchor directly IN front of a cottage, 300 m is not a fair distance. This would be open for abuse as most cottage properties are permitted more than one dock facility and by simply placing a small dock on the other side of their island they can effectively expand the no anchor zone. This is a discriminating regulation against law abiding recreational boaters and will greatly impact the boating industry as well as the tourism industry. I would suggest that 100 metres from any developed portion of the private land be considered for any stay longer than one night or until such time the weather would permit the safe navigating to an other location. Keep in mind that boaters pay significant money to marinas on an annual basis and this often amounts to similar costs as property taxes would be. This could potentially have a negative effect on marina business also. As an exercise, using the GIS imagry and the line drawing function in areas of normally used anchorages, a line drawn from private lands out 300m would put most bays and safe anchoring spots out of bounds for boaters.
If passed this law will be dangerous and lead to significant confrontation. This would also be a significant enforcement nightmare.
