It should be your top priority to minimize the rights removed from citizens as much as possible. Avoid any blanket regulations, and pick a top issue(s) and focus like a laser beam on that issue to only address the actual problems while not blanketing others into it. Is the concern floating boats too close to rich cottagers? Then say no mooring within 300m of a cottage. You can always add more later. Big vague regulations take so many good people down with it and increase the cost of govt.
