The proposed changes are prudent and necessary. I would consider increasing the distance required from developed shorelines to a minimum of 500 metres (1/2km) to help address noise and other nuisances that often already come with transient boating and would be exacerbated with the semi-transient floating homes being built in the Port Severn area.
I appreciate the redefining of open-water camping units as being vessels whose primary use is navigation and which may provide overnight accommodation.
It may be worthwhile to consider a time/use limit based on square footage of living space, for example, on-water camping units greater than 300 square feet in living space are limited to 2 days in any one location unless moored to shoreline and connected to approved grey water and sewage disposal services. This may not be a perfect solution, but points toward the idea that beyond a certain size, a so-called watercraft is actually a floating home, and floating homes should not be transient at all but should be in a floating home community that is properly serviced to protect the environment. These communities exist in areas in and around Vancouver like Granville Island in the city centre and along the Fraser River.
