This is an important review and I thank the Ministry for doing so.
We live in Haliburton County on a small- to medium-sized lake that is getting increasing pressure from non-owners and non-residents (AirB'nBs, day use, etc). Most are respectful of the lake and its culture, but the incidents of incompatible or thoughtless use by a small percentage of people are increasing. Unfortunately, we agree that regulations are needed for some.
I think the movement requirements are a good idea - both the time frame and the distance from the previous location.
I also think that the prohibition on blocking trails, etc., is needed.
The regulation of grey and "black" (sewage) water is critical. Perhaps there are already regulations that govern, but clearly some regulation is required there, as both are (obviously) harmful to water quality.
I'm curious as to why floating houses are exempt, but hope/assume they are regulated in another form.
I support the proposed changes.
