Please understand that from what I read, these changes are written for cottage owners who don't want to share waters with boaters. It goes way past people who are trying to find less expensive homes and their possible skirting of taxation and permits.
All of the reasons you have sited apply to cottage owners.
-docks cause shade on the bottoms.
-rafts cause shade
-a lot of cottages spill gray water into our lakes.
-all cottages on the water have boats and definatly fill fuel on the water which is more prone to spills than larger vessels that fill at marinas.
These are just some examples but the worst is you are changing the distance that a vessel with sleeping accommodation can anchor to shore of a cottage from 100 meters to 300 meters. This change will eliminate a huge portion of where boaters can anchor and enjoy our environment that we pay equal taxes everyday to maintain ie; your ministry.
This change will decimate the boating and tourism industry in almost every part of ontario as well as the Trent Severn water system. Take the 30000 thousand islands as an example.
This will also eliminate safe harbors which will put boaters at risk.
Please reconsider what you are proposing as there are many more cottages with boats and docks that have a much bigger impact on our environment relative to your reasons than any boats or living accommodations on the water.
