While I agree that long stays at one location are detrimental to ecological sustainability, I do not see how anchoring within 300 meters of a developed shoreline affects anything except for the sight-lines of a cottage owner. Most cottage shoreline frontage is less than 300m or 984', so this regulation would compel boaters to anchor 300m offshore in most built areas. In many cases the water depth would impede the safe deployment of anchor and rode, which should be at a 7:1 (rode:depth) ratio. Less than 7:1 would mean that the risk of dragging anchor is higher, and thus the risk to life and property. I think the 7 day limit is reasonable, but I think the 300m buffer should be dropped in favour of language that prevents the impedance of a dock or boathouse.
