I strongly disagree with this proposal. The reasoning behind the proposed changes is flawed and seems to be reaching at some points to provide justification. It would appear from reading the text that it was a wide spread epidemic of boats anchoring in the river for weeks without moving. As a Mariner of over 2 decades I have not witnessed this. The current regulations are more than adequate. It resonates more in-line that this is propagated by land owner political pressure than sound safety and environmental reasoning.
