This regulation change proposes to add very restrictive access to "water camping" that would apply to a sailboat since it will be considered to be a liveaboard and houseboat. Extreme care is needed to clearly define the watercraft. With this proposed change you are now planning to remove my right to anchor in many locations within the province. Also, you need to define that marinas and yacht clubs are exempt for these requirements.

The following proposed wording includes too many watercraft.
"We are proposing to define watercrafts equipped for overnight accommodation to be liveaboards and houseboats (watercraft intended primarily for use in navigation equipped with facilities for overnight stays while travelling)."

The new restriction that requires that the anchored watercraft be 300 metres from the shoreline means that the sailboat would often not be able to anchor in a safe manner in storm. That is, the distance would prohibit the use of many safe harbours and also remove the possibility of connecting a mooring line to shore. This is a new requirement limits my ability to anchor in Lake Ontario, Lake Erie, Lake Huron, and Lake Superior unless I am 300 meters off shore.

Furthermore, there needs to be provision for emergency anchoring overnight and clarity that short term (less than one day) is permitted. If I want to stop and have a meal, I need to be able to anchor. This should not be considered to be "camping".

The term "camping" is not defined. It must be clearly defined.

Overall, you are proposing to remove my right to anchor that I have enjoyed for move than 50 years. This is going in the wrong direction in terms of getting more people outdoors and enjoying the province.
