If I read it correctly, the proposal to amend 161/17 has removed the following proposals.

"reducing the number of days that a person can camp on water at one location in each calendar year from 21 days to 7 days, increasing the distance that a camping unit on water must move to a different location from 100 meters to 1 kilometer, adding a new condition to prohibit camping on water within 300 meters of a developed shoreline, harmonize non-resident and resident camping rules, and several other minor clarification proposals."

Why? These all appear to be reasonable asks allowing residents to enjoy their properties.

If I read it incorrectly, and these are changes which will come into effect, I support them wholeheartedly! The cottage is our go-to place for peace, quiet and the stress-free enjoyment of nature without looking at an eyesore floating container a few metres offshore for up to 21 days and then having it move from one side of the property to the other.
