The subject lands are located ~25kms west of the City of Kenora. Access to the property is from a Crown Road north off Highway 17 and then a privately owned road (Winnetka Road). The property is located with frontage on both Winnetka Lake and Engineers Lake.

The application for consent 60-C-233916 was draft approved on September 5, 2025 subject to conditions.

The application was reviewed for consistency with the environmental policies of the Provincial Planning Statement (e.g. natural heritage, water quality protection). 25 public comments were received for this application. 

Conditions include a registered plan of survey, confirmation of hauled sewage capacity, confirmation of access and easement access, septic services inspection, and a restriction on title.

The decision to approve the consent is consistent with the Provincial Planning Statement once conditions are met. This decision will not have a significant impact on the environment. 

The applicants have two years to satisfy conditions of draft approval, otherwise approval will lapse. The approval can be appealed using the procedure outlined below. Notice to appeal the decision to the Ontario Land Tribunal must be filed with the Minister of Municipal Affairs and Housing on or before September 25, 2025.

The purpose of this application for consent 60-C-233916 is to sever PIN 42142-0123, into a one of three new lots for resource-based recreational use on Winnetka Lake and Engineers Lake.

Proposed severed lot 1, application 60-C-233916, with an existing cottage, and serviced by a septic system and lake water, would be approximately 0.74 hectares with 240 metres of lake frontage and a depth of 102 metres.

The proposed retained lot, which includes a cottage, and is serviced by a septic system and lake water, would be approximately 0.73 hectares with 38 metres of lake frontage and a depth of 158 metres.
