On May 22, 2025, the City of Toronto adopted Official Plan Amendment 804 pursuant to section 26 and section 17 of the Planning Act, by By-law 477-2025. This amendment is now before the Minister of Municipal Affairs and Housing for a decision under the Planning Act.
The Ministry will review the matter for consistency and conformity with applicable provincial direction and will consider all feedback received before presenting any potential modifications to the Minister of Municipal Affairs and Housing for a decision.
Official Plan Amendment 804 updates employment area policies within the Toronto Official Plan to conform with legislative changes under Bill 97, the Helping Homebuyers, Protecting Tenants Act, 2023. It proposes to remove four employment areas and redesignate the sites to Regeneration Areas and/or Institutional Areas. The proposed redesignations of these sites are as follows:
- Consumers Road Business Park: from General Employment Areas to Regeneration Areas
- Don Mills Employment Area: from General Employment Areas to Regeneration Areas and Institutional Areas
- Duncan Mills Employment Area: from General Employment Areas to Regeneration Areas and
- Downsview Park Employment Area: from General Employment Areas to Institutional Areas.
For the sites proposed to be redesignated to Regeneration Areas, the Official Plan Amendment proposes to include a Site and Area Specific Policy (SASP) that prescribes additional requirements to be fulfilled as part of the secondary planning process. These changes facilitate comprehensive local planning to accommodate complete communities that allow for residential and other uses, subject to further detailed secondary plan processes.
