OPA 840 proposes to redesignate lands within the King-Liberty Protected Major Transit Station Areas to facilitate a future mixed-use development.

The official plan amendment applies to a 9,066 square metre site located at the southwest corner of King Street West and Atlantic Avenue. It is generally bounded by King Street West and the Metrolinx Kitchener-Barrie GO/Union Pearson Express rail corridor to the north, Atlantic Avenue to the west and Snooker Street to the south. The site falls entirely within the King-Liberty Protected Major Transit Station Area.

On October 9, 2025, the City of Toronto adopted Official Plan Amendment 840 pursuant to Sections 16 and 17 of the Planning Act by By-law 1115-2025. Official Plan Amendment 840 is now before the Minister of Municipal Affairs and Housing for a decision under the Planning Act.
Official Plan Amendment 840 was privately initiated and seeks to redesignate the site from “Employment Areas” to “Mixed Use Areas” to support residential and commercial uses within the King-Liberty Protected Major Transit Station Area to facilitate a future mixed-use development. The materials attached or links in this notice provide the details regarding the proposed amendment.
