I oppose the proposed expansion of powers that the Minister of Municipal Affairs and Housing is seeking.
These are the principal reasons.
1) The consultation is coming too late.

I do not think you should expand the powers of the Minister of Municipal Affairs and Housing to issue Ministry Zoning Orders that override municipal planning processes and opportunities for community voice. Ministry Zoning Orders should be used infrequently and not as general policy.
I strongly believe that the municipality and community for any development should be directly engaged in planning. The proposal to remove their involvement will only favour profits of developers, and will have a long lasting detrimental effect on the community.

The description of the proposal sounds enticing. Using inclusionary zoning for badly needed affordable housing is a great idea. However, I cannot help but notice that several of the MZO's that have caught the attention of the public lately have negative consequences.

The City of Kitchener’s submission addresses three components of the ERO Posting with respect to how MZOs should be used as a planning instrument; the application of MZOs on the site plan review process and the implications of MZOs as a tool to implement Inclusionary Zoning (IZ).

I disagree with the proposed changes as I think is a hindrance to the public. The community should be informed of the changes happening in the surrounding areas. The province should not have the power to make these amendments without informing the affected community/communities.
I wish to voice my strong opposition to this proposal, as I feel it only serves to further empower the province to ignore community engagement and operate without proper input.
