I agree with the proposed elimination of sun/shadow, wind, urban design, and lighting studies. These tend to be highly generic and add no value to the project. For similar reasons, I also suggest eliminating noise studies for all uses except industrial sites.

The required studies should be limited to a Transportation Impact Study, prepared by a certified transportation engineer, and a Functional Servicing Report, prepared by a certified civil engineer. These should also be restricted to large sites only, say over 1 Ha.
