Please see the attached staff report presented to Middlesex Centre Council on June 4th with preliminary comments on the proposed changes.

Technical studies associated with applications, particularly for large scale land uses changes and in particular Official Plan Amendments resulting in Settlement Area Boundary Expansions, are crucial in ensuring planning decisions represent good planning and are in the public interest. Planning authorities have a responsibility to ensure that development proposals are in the public interest, represent good planning, and are environmentally and financially sustainable. Reports prepared by qualified professionals are crucial in assessing these proposals. Should this proposal proceed, we recommend excluding Planning Applications that result in a Settlement Area Boundary Expansion. These types of applications result in significant long term impacts for a municipality, and need to be comprehensively assessed.
