Lormel Homes supports a reduction/standardization across the province of studies required for entitlement applications. Sun/Shadow, Wind, Urban Design, Lighting as suggested are all matters that slow down and/or limit built form greatly. Noise is another topic that is not relevant for the approval authorities to review.
The province should create the checklists and mandate that the approval authorities use the prescribed checklist instead of allowing each municipality to create their own checklists through their Official Plan.
Civil, geotechnical, ESA's, hydrogeology, ecological, structural, electrical, should all be topics that municipalities should accept as final submission, but they should also be accepted and approved if stamped by professional certification.
Architectural, and landscape are more subjective matters and therefore it is understood that it is hard to accept and approve without discussion. it is suggested that the scopes of review with municipalities be limited to very specific matters such as measurable metrics that can be reviewed by municipal staff against the terms of reference and commented on in an objective manner.
