No. Other than Toronto, every city and region with waterfront discriminates. Before the pandemic St. Catherines barred people from outside Niagara Region from Sunset Beach. Barrie and Oriĺlia charge non residents too much to park at their beaches. Richmond Hill charges non residents $10 an hour to park at Lake Wilcox. Keswick charges are cheaper.
It is no longer a public beach if the owner of the beach is allowed to treat people differently based on where they come from.
In the 1800s the province gave most road allowances along the waterways to municipalities. That was a big mistake. The municipalities sold the land to individuals and now it is hard to get to the water.
Keep the beach public and let the city develop the property it owns adjacent to the beach.
