I am writing to express my deep concern for the application by 2004295 Ontario Inc. to amend their current site plan to alter the existing property and fill the ponds with excess soil.
I have spent quite some time in the past year at the intersection of Charleston & Highway 10 in Caledon Village and the amount of traffic that goes through that intersection is astonishing. There are already a lot of trucks driving through that intersection. It's often so bad, standing at that intersection, that two people cannot carry on a conversation because of the noise of all the traffic (including aggregate trucks) travelling through the intersection.
I cannot imagine how much worse this intersection would be with trucks carrying more than 11 million cubic meters of excess fill into this site that is currently mostly water. Not to mention all the other pit expansions, new pits and other fill operations that are contemplated in the area. The roads in the area (especially Charleston) are in terrible condition due to the vast amount of heavy truck traffic - so much so that you experience a bone-rattling ride while driving on the road. It's very simple, this area cannot handle more heavy truck traffic. It's already terrible for those that live in Caledon Village and a public safety hazard - approving this change in the site plan will make it significantly worse.
If the MNR chooses to ignore these pleas and approve the site plan amendment, I would request that part of the approval require the applicant to direct all of the fill traffic through the existing pits, such that it avoids driving through Caledon Village.
I am also very concerned about the water that fills the existing pits on this property. The homes in the area are not on municipal services - they rely on well water. If excess fill is brought in to fill these pits, it is very likely that the fill may be contaminated and well water in the immediate area could be impacted. This risk is not acceptable. If this property has already been rehabilitated to its final state, it should remain as it was intended and approved initially.
The unacceptable risks to nearby residents both through increased dangerous traffic on already overburdened roads and the threat to their drinking water should be strong considerations in the decision to reject this site plan amendment.
