This proposal seems to be lacking enough consideration for the possible destruction of the habitat of endangered piping plovers. These birds have recently been able to make a comeback as a conservation success story and contribute to the tourism significantly. I hope that there are science based management practices and consultation w conservationists and experts to preserve this habitat. Key practices would prohibit mechanical raking and dune alteration and fence out nests from public or other access that would cause disturbances.
