A new Act is proposed which would allow the Minister to designate a corporation as a water and wastewater public corporation which would provide water and sewage services on behalf of lower tier municipalities. The Act would allow such a corporation to assume ownership and operation of water and sewer utilities and to impose rates and fees on users. The Minister will be able to make regulations governing the structure of the corporation and, in particular, the number, classes and series of shares.

This act does not look out for the best interest of the citizens or the infrastructures (water and sewage in this case) in the municipalities. This act rather offset the municipality’s responsibility and financial burden onto a separate corporation. By definition - a corporation is for profit. Unless it is designated as non-profit and/or not for profit. The act is outlining a move to allow a corporation to decide what is best. And usually, a corporation best interests is to make money for its shareholders. Not in the best interests of the citizens living on these municipalities; even if there are some regulations set from the ministry. I do not support this act.
