This is a ridiculous overreach by the province that seems primarily motivated by spite. What a waste of time and effort that could be better spent elsewhere. Removing bike lanes does nothing to reduce gridlock. Best way to reduce gridlock? Fewer cars on the road. Best way to have fewer cars on the road? More bike lanes and better public transportation.
