Commentaire
I object this draconian bill because:
(1) It's higher undemocratic and authoritarian, depriving local governments and citizens of their power of decision to act for their own welfare. It concentrates all power in the hands of the minister.
(2) Encourages more cars and driving on roads and prohibits and discourages other modes of transportation, increases pollution, and in fact increases congestion.
