This proposed regulation goes against evidence and best practices in the management of traffic congestion. Incentivizing a modal shift by providing safe alternatives to driving is the only sustainable and fiscally responsible way to address congestion. I live in a small community in Northern Ontario where we have excess road capacity on many roads. Road diets have been done and more are planned. These changes have not resulted in congestion but have improved the safety of all road users. A province wide ban on this type of improvement ignores local situations. The province needs to stay out of this type of municipal planning.
