The re-alignment of vehicle lanes and potential conversion to bike lanes should always be up to the municipality - not the province. The role of the provincial government is primarily to support and encourage its many diverse communities to thrive, but in no way should they single handedly decide how the province is developed based solely on their agenda and lone beliefs.
A roadway re-alignment (be it cycle track, transit lanes, reduced or added vehicle lanes, walkways, etc) is a decision made by a community, for a community. These decisions should be left to the communities to make.
It is critically important that ALL Ontarians are given access to affordable and safe transportation (not just motor vehicles), and roadway re-alignment is key to granting that access. Bike lanes can reduce traffic, keep people safe, improve air quality, and give people mobility options. As can transit lanes, roadway reductions, traffic calming, etc.
The province should be doing all it can to support its municipalities, its constituents, and their safe mobility; not further homogenizing our infrastructure to only support cars.
