This proposal is irresponsible to say the least. Making the regions that large is detrimental in every way. We've seen the devastating effects of politicians creating too much bureaucracy that's distanced from the actual communities they serve. The only changes needed within the conservation authorities is to have them all using the same systems, documents, and location apps. They're doing a great job of serving their regions, and there is no need to take away their ability to individualize their procedures to serve their communities unique needs and replace it with whatever practices some bureaucrat with no hands on experience came up with because they crunched some numbers. Anything that effects our watershed should be left up to the current conservation authorities, not someone in some office that doesn't even know the areas they're making decisions on. These are people with decades of knowledge about their specific regions. This is unnecessary and and seems like just another way to get more people on the PC payroll. At some point you're going to have to start listening to the people, your party's approval ratings are in the tank.
