This proposal is short-sighted and ignores many of the benefits of so-called non-core services. Programs focusing on stewardship of the land and waterways are of critical importance to Ontarians and have down-stream benefits in terms of flood prevention, biodiversity, erosion, etc. These programs are not only local in impact and should be funded consistently across the province. These programs are also an important part of the fight to mitigate climate change and ensure that Ontario's environment is resilient.

Recreational programs, educational centres, trail maintenance, etc. are also critical to the health of our communities. Creating a patchwork of access at municipal discretion will leave some communities behind; often those who are already suffering from inequitable access to green spaces and affordable programming.

Accountability is not enhanced by this proposal, it is merely a download of responsibility onto municipal governments.
