The City of Pickering and Region of Durham WILL experience significant burden as a result of this DOWNLOADING. Filling the policy gaps will be ineffective in light of other related changes that are currently proposes, as the province can simply override those policies (even if intended to address gaps created by this change).
The impact of this item needs to be reconsidered, holistically and in the context of other proposed changes. It is NOT minimal.
