The official plan amendment applies to a 9,066 square metre site located at the southwest corner of King Street West and Atlantic Avenue. It is generally bounded by King Street West and the Metrolinx Kitchener-Barrie GO/Union Pearson Express rail corridor to the north, Atlantic Avenue to the west and Snooker Street to the south. The site falls entirely within the King-Liberty Protected Major Transit Station Area.

A decision was made on April 10, 2026 to approve City of Toronto Official Plan Amendment No. 840 (OPA 840) adopted pursuant to sections 16 and 17 of the Planning Act by By-law 1115-2025, with one modification. Notice of this decision was issued on April 10, 2026 to the City of Toronto.
The adopted OPA 840 was reviewed for consistency with provincial plans and policies and regard for matters of provincial interest set out in the Planning Act.
OPA 840 implements the policies of the Provincial Planning Statement, 2024 and meets the protected major transit station area requirements of the Planning Act. OPA 840 redesignates the site from “General Employment Areas” to “Mixed Use Areas” to facilitate a future mixed-use development.
Pursuant to subsections 17 (36.5) and (38.1) of the Planning Act, this decision is final and not subject to appeal. Accordingly, City of Toronto OPA 840, as approved by the Minister, came into effect on April 10, 2026.

On October 9, 2025, the City of Toronto adopted Official Plan Amendment 840 pursuant to Sections 16 and 17 of the Planning Act by By-law 1115-2025. Official Plan Amendment 840 is now before the Minister of Municipal Affairs and Housing for a decision under the Planning Act.
Official Plan Amendment 840 was privately initiated and seeks to redesignate the site from “Employment Areas” to “Mixed Use Areas” to support residential and commercial uses within the King-Liberty Protected Major Transit Station Area to facilitate a future mixed-use development.
