Provincial Funding is critical for conservation authorities as the users are often from outside the municipality and therefore tax base. COVID has shown that access to well maintained nature is an important component of public health.
I deal with CA's on a regular basis as a part of my job as a professional engineer and I agree that some authorities may on occasion overstep their bounds in some areas and that some regulatory changes and oversight changes could be beneficial.

These recommendations could have a terribly negative impact on local conservation areas. During the COVID19 pandemic, local residents found reprieve from the lockdown in our local conservation areas. In some places, it is the only affordable recreational option.
