Many Conservation lands have been donated by local residents to the local authorities, not to an amalgamated large bureaucracy. They have been donated on the assumption that the authorities they were donated to would manage the properties.

Having conservation experts involved in the planning process is critical for sustainability. Consolidating the planning process and cutting down the environmental consultation process just cuts corners and increases risk of environmental and structural damage.
