On August 29, 2025, the Minister of Municipal Affairs and Housing filed a Minister's Zoning Order (with conditions) with the Registrar of Regulations as Ontario Regulation (O. Reg.) 205/25 in the City of Markham. The Minister of Long-term Care requested that the Minister consider making the Zoning Order, which was supported by Markham's Mayor.
We have approved the Project Evaluation Policy under the Provincial Parks and Conservation Reserves Act. It will guide consideration of potential environmental effects and consultation for certain proposed projects within provincial parks and conservation reserves carried out by or on behalf of the ministry.
A new regulation has been made specifying the circumstances under which the Minister of Natural Resources (“Minister”) may issue an order to make a permitting decision in place of a conservation authority or undertake a review of a conservation authority permitting decision.
On February 6, 2023, the Ministry of Municipal Affairs and Housing posted to the Environmental Registry a proposal for a new Minister’s regulation under the Planning Act that would require 29 municipalities in Ontario to report data on planning matters on a quarterly and annual basis. The Ministry decided to proceed with the Minister’s regulation.

An amending regulation under the Planning Act was filed on March 5, 2018 and came into force on April 3, 2018. The regulation sets out new transition rules to deal with certain planning matters in process when the land use planning changes made by the Building Better Communities and Conserving Watersheds Act, 2017 took effect.

The Niagara Escarpment Planning and Development Act has been updated to remove the requirement to publish notices of proposed amendments to the Niagara Escarpment Plan and associated hearings in newspapers, enables broader exemptions for low-risk activities, and broadens the range of compliance tools for the Niagara Escarpment Commission.
The Minister of Small Business and Red Tape Reduction has proposed the Better for People, Smarter for Business Act, 2020, which features a wide range of items that cut across themes and ministries. Items in the package will reduce the number of requirements and the cost of doing business in the province, to support economic recovery.
The government has made changes to the Planning Act and Development Charges Act, 1997 through Bill 23 – the More Homes Built Faster Act, 2022 to encourage gentle density in most existing residential areas province-wide.
