I would like to speak to the standardization of Official plans, as well as the limiting of development standards. As a former planning student at York, I understand and appreciate the desire to simplify and standardize official plans. There is work to be done in this area, as finding what you need in a 600+ page document that is different in each municipality is a real pain and huge time suck. However, I believe the current approach goes somewhat too far and is too restrictive and limiting in what cities can plan for and how they go about doing it. Perhaps standardized sections with the addition of addendums to allow for the inclusion of city-specific requirements and planning ideas.
