While I appreciate any effort to reduce regulatory redundancy, moving to repeal the Toxics Reduction Act prior to it being proven to be redundant is short sighted - at best. Moreover, elevating the alleviation of regulatory burden over crafting effective and enforceable regulations that reduce, if not eliminate, the consequent harms of producing, storing, and disposing of toxic substances is ideologically opportunistic - at best. The Toxics Reduction Act may not be the act that creates effective and enforceable regulations, but repeal without replacement or alteration (i.e. to strengthen potential federal regulations) suggests an unwillingness of partisan leaders to take seriously the social, environmental, and economic costs (costs that can certainly exceed regulatory burdens) of the consequent harms of producing, storing, and disposing of toxic substances.
