I would suggest that it be mandatory for ALL new road construction or re-construction, include at least 4 ft of paved shoulder. Primarily for cyclist and pedestrian safety, this would have the added advantage, I believe, of increasing the longevity of the roads, as edges would not be harmed by traffic. Also snow clearance in the winter months would be improved, again with less damage to the surface.
