I do not in any way agree with someone only being able to harvest bait in the region in which they reside. In increasingly often circumstances bait is not available for purchase in certain areas. To deny my right to harvest my own bait for use is unfair and unjustified.

Absolutely, transportation of live bait between BMZ's needs to be controlled. This is where LACK OF ENFORCEMENT seems to be an issue. Not unlike so many other fisheries issues that don't seem to be addressed. We need conservation officers on the ground protecting our resources. Period.
