Support this idea. Additional studies should be added to the list for exclusion from a complete application including:
- Architectural guidelines
- Market impact studies
- Sustainability / Green Development Standards reports / metrics or scoring sheets (assuming that the intent of the changes to the Building Code are to be interpreted that these types of guidelines can no longer be adopted by municipalities - this must be clear in the Building Code amendments)
- Any plan requiring architectural detail, building materials boards etc. beyond the requirements of Site Plan Control provisions of the Planning Act (i.e. as implemented through Bill 123) as municipalities are still requesting these plans/drawings as part of a complete application
- digital 3D models of plans
- housing options statements/reports
- health impact assessments
-
- See range of studies proposed in Section 10.6.2.2 of municipal OP (link below) as one example of many Ontario municipality requirements.
In addition:
1. Each municipality must be required to approve Terms of Reference (TORs) for each required study within 90 days of passing of the legislation. This will eliminate the "back & forth" delays (often considerable delays) associated with defining what to study. The study requirements must be clear and predictable.
