From what I see on a daily basis on my commute is that cyclists do not slow traffic even when they are provided a bicycle lane.

What causes delays are motorists blocking entire lanes when illegally stopping for trivialities like coffee shops, construction sites mobilizing their deliveries along the length of one or more blocks, and smaller contractors parking half on, half off the sidewalk on the wrong side of a residential street.

Start automatically ticketing drivers stopping illegally in commuting corridors between 7AM-9AM and 3PM-6PM. Let them challenge the tickets in court but enforce illegal stops on busy corridors and drop your harmful and performative attacks on cyclists.
