Concerns regarding Northern Ontario Service Delivery
To the Ministry of the Environment, Conservation and Parks,
Regarding the proposal to consolidate Ontario’s conservation authorities, I am writing to express specific concerns regarding the proposed Huron-Superior Regional Conservation Authority (or relevant Northern boundary).
Living in Thunder Bay, I am concerned that consolidating vast northern geographic areas into a single authority may dilute local responsiveness. The environmental challenges in the Northwest are distinct from those in Southern Ontario. Specifically:
1. Forestry and Invasive Species: Local Conservation Authorities currently play a critical role in urban forestry and monitoring specific local threats, such as Dutch Elm Disease and the spread of Spongy Moth. A centralized regional authority must ensure that local forest health programs are not cut or standardized to the point of ineffectiveness.
2. Geography: The proposed boundaries for the northern regions cover massive geographic distances. I urge the Ministry to detail how "service continuity" will be maintained for flood forecasting when administrative centers may be hundreds of kilometers away from the watersheds they manage.
I recommend that the governance structure for Northern regional authorities requires local representation from municipal councils in the Northwest to ensuring funding and priorities remain equitable.
