As an engineer in Ontario working closely with Conservation Authorities over the last years, this suggestion comes as a great surprise. Not once over these years have I thought 'wouldn't it be great if this organization were larger, with greater jurisdiction and responsibility'. Quite the contrary, I have had significantly more positive experiences with smaller CAs than with larger ones, who I found to be hampered by bureaucracy. These changes will only exacerbate current issues with bureaucracy, and quite bluntly, this feels like the intent.
Stop the CA conglomeration.
