I strongly object to the suggested boundary changes and reorganization.
CAs have been operating effectively and efficiently for many years. What is the government's purpose in changing things? Have the municipalities been complaining? They are the ones who pay.
Fees are reasonable. If they want to change this, set limits on CA charges.
Turn-around times are quite acceptable in my understanding. If you have a problem with some of them, fix turn-around times.
It is false to suggest that CAs have fragmented and outdated data systems. This is false information, unless you can come up with concrete examples. Their engineers and technicians (and their hardware/software) are top notch.
I think Conservation Authorities are pretty consistent with "standards and delivery systems (??)". I need to see some examples of inconsistencies and delivery. In my experience they all have qualified, knowledgeable, helpful, (young) and dedicated staff who are often locals.
In conclusion, this will be "creating major disruptions to the existing CA boards and municipal representation that is there." (and working just fine, I might add.)
Developers...it costs them money. It's pretty obvious who will be benefiting from this legislation.
