Bulletin summary

The Minister of Municipal Affairs and Housing is consulting on several proposals to potentially revoke, amend or enhance monitoring for specific Minister's Zoning Orders (MZO) where limited progress has been made towards implementation of the proposed development.

Why consultation isn't required

The purpose of this notice is to provide information on consultations regarding potential revocations, amendments and enhanced monitoring of Minister's Zoning Orders where proposed developments have made limited progress towards completion. Further details on each specific zoning order that is being consulted on can be found in each of the postings listed below. 

Bulletin details

The Minister of Municipal Affairs and Housing (the Minister) is consulting on proposals to revoke, amend or enhance monitoring of specific Minister's Zoning Orders where limited progress has been made towards implementation of the proposed development. 

The zoning orders that have been identified for consultation are those where the proposed development has made limited progress on either advancing subsequent planning and development approvals or in addressing water and wastewater servicing on the lands subject to the zoning order in a reasonable timeframe to realize the project. 

Zoning orders where proposed developments are not related to housing and have made no significant progress in their entirety are being consulted on for potential revocation. One zoning order where the proposed development is not related to housing and has made no significant progress on part of its original proposal is being consulted on for potential amendment. 

Further, over the next 18 months, the Ministry of Municipal Affairs and Housing will closely monitor the progress of certain housing developments (including long-term care and seniors' housing facilities) that have made limited progress to date. In the absence of any significant progress, the zoning orders related to these housing developments may be considered for potential revocation or amendment in the future. 

We invite members of the public, municipalities, proponents, landowners, and other stakeholders to share any feedback that may help to inform decisions on these proposals. 

Note: Zoning orders that were not considered as part of this work include those that were requested by provincial ministries as provincial priorities, those that were made to realize contractual obligations, and those that were made within the past year (since December 1, 2022). Progress on implementation of these zoning orders will continue to be monitored.
