The Ministry of Municipal Affairs and Housing will be enhancing its monitoring of certain housing development Minister's Zoning Orders that have made limited progress. 

Proposal details

The Ministry will closely monitor the progress of the Minister Zoning Order (MZO) sites listed below over the next 18 months and consider them for potential revocation or amendment in the future if there is a lack of significant progress.

The developments permitted by the zoning orders listed below appear to have made limited progress: 

  • Innisfil: Ontario Regulation 251/19 
  • Whitchurch-Stouffville: Ontario Regulation 172/20 
  • Whitchurch-Stouffville: Ontario Regulation 610/20 
  • Cambridge: Ontario Regulation 611/20 
  • New Tecumseth: Ontario Regulation 166/21
  • Whitchurch-Stouffville: Ontario Regulation 770/21
  • Kawartha Lakes: Ontario Regulation 771/21 (amended through O. Regs. 163/22, 490/22, 54/23)
  • Kawartha Lakes: Ontario Regulation 40/22
  • Cavan Monaghan: Ontario Regulation 160/22 (amended through O. Reg. 491/22) 
  • Southgate: Ontario Regulation 161/22 
  • Southgate: Ontario Regulation 162/22
  • Brampton: Ontario Regulation 248/22
  • Belleville: Ontario Regulation 495/22 
  • Collingwood: Ontario Regulation 525/22

In addition, the Ministry of Municipal Affairs and Housing will be enhancing how it monitors the implementation of all zoning orders on a quarterly basis, with a particular focus on ensuring that all projects are demonstrating reasonable progress towards completion.

We invite members of the public, municipalities, proponents, landowners, and other stakeholders to share any feedback that may help to inform decisions on these proposals.
