A decision was made on January 27, 2025 to approve Toronto Official Plan Amendment 742 adopted pursuant to sections 17 and 26 of the Planning Act by By-law 862-2024 without modification. Notice of this decision was issued on January 27, 2025 to the City of Toronto.
The adopted Toronto Official Plan Amendment 742 was reviewed for consistency with provincial plans and policies and regard for matters of provincial interest set out in the Planning Act.
Official Plan Amendment 742 proposes two redesignations from “General Employment Area” to “Mixed Use Areas” for portions of sites located at 670 and 680 Caledonia Road and 2155 St. Clair Avenue West. These sites were subject to previous redesignations of lands from employment to “Mixed Use Areas”, which were approved by the Ministry as part of the approval of Official Plan Amendment 591.
Pursuant to subsections 17 (36.5) and (38.1) of the Planning Act, this decision is final and not subject to appeal. Accordingly, Toronto Official Plan Amendment 742, as approved by the Minister, came into effect on January 28, 2025.
Effects of consultation
As a result of public consultation on Toronto Official Plan Amendment 742 the Ministry received a total of 3 comments through the Environmental Registry of Ontario, and no additional comments through email to Ministry staff.
The comments received through the public consultation process were related to land use compatibility. All comments reviewed were taken into consideration, prior to a decision being made.

Proposal details
In August 2024, the Ministry of Municipal Affairs and Housing received a complete application from the City of Toronto for approval of its Official Plan Amendment 742 (By-law 862-2024) which was adopted by the City of Toronto’s municipal council on July 25, 2024.
Official Plan Amendment 742 proposes two employment conversions for portions of the sites located at 670 and 680 Caledonia Road and 2155 St. Clair Avenue West. These sites contain employment conversions that were previously approved by the Ministry as part of the approval of Official Plan Amendment 591. The City is proposing further conversions on these sites through Official Plan Amendment 742.
The Ministry will review the matter for consistency and conformity with applicable provincial land use policies and will consider all feedback received before presenting any potential modifications to the Minister of Municipal Affairs and Housing for a decision in accordance with sections 17 and 26 of the Planning Act.
