It would be super cool if the app integrated mapping and GPS functionality; similar to Google Earth (offline) but augmented by MNRF’s aerial photography and GIS information (crown land property, crown land roads, lakes, WMUs, restrictions, etc.).

Bad idea. It's too easy already. Make them pass a test like the boat card. Seniors and kids on conservation license vets on sport. No fishing for kids under 16 without parent or licensed angler with them.
I 100% percent agree with going digital.
I also think that a fishing licence should be valid for a full year from when it is purchased, and not just the calendar year.
Why punish someone who started fishing because they got excited about the Fall Salmon run?

The modernizing of licensing system is a very good step for hunting and fishing. The Ministry could eventually even consider releasing live harvest information by WMU and animal.

These changes will be of great benefit to all residents of Ontario who enjoy our beautiful outdoors, as an outdoorsman I am 100% in favour of these changes! I am very pleased to see the Ontario government taking steps to modernize and improve our management of natural resources.
Digital may be better than the current sysytem - too many issues with printing off tags - I have issues with that as does a lot of other people - also less paperwork to carry
as a retired Conservation Officer i have the most direct experience with this proposal. i have personally seen individuals carrying multiple big game tags--easily duplicated from a computer.

I understand the need to modernize the current licensing system, however I believe that some of the proposed measures are flawed and will be counter productive to effective wildlife management in that they will be difficult or impossible to monitor and enforce.

Providing hunting and fishing apps make it easier to kill animals. The majority of people do not hunt. The age of people who predominantly use apps do not want to take up hunting and fishing. Hunting does not benefit conservation.
