The Region of Peel (Region) appreciates the opportunity to comment on the proposed policy update to modernize Ontario’s environmental approvals process for low-risk municipal sewage works by implementing the consolidated linear infrastructure permissions approach.

We support the move toward the Consolidated Linear ECAs, and the mirroring of the water Approvals.

We are generally supportive of the proposed consolidation of the ECA processes, subject to further clarification of some items and suggested modifications, as noted.

Overall, the City of Richmond Hill is in favour of the changes that are being proposed within the Consolidated Linear ECA for Stormwater initiative.
We believe that stormwater should be brought to the same management level as water and wastewater systems are at today.

Staff at the City of St. Catharines have reviewed the draft ECA’s for the consolidated storm and sanitary sewer systems along with the draft design guidelines that were provided on the Environmental Bill of Rights (EBR) posting.

- I support the practical and direct approach being taken by the MECP in regards to both documents and the overall initiative.
- A streamlined approach such as this is much needed
- The elevation of the design criteria is also much needed and greatly supported.

2.12.13 Sanitary laterals and sanitary building sewers shall be specified with a minimum slope of 2%. Most municipalities require that now. Let's not leave wiggle room.

2.3.2. we can only leak test new sewer installs, not rehabs or replacements. This section looks like it was written for rehab jobs. In both 2.3.2 and 2.3.3 (there shouldn't be active laterals yet, and laterals will be capped at this point, so no plug required).
