Conservation authorities need to be seperate and local in order to facilitate better scientific research on the needs of the people living in high risk areas. With a more centralized conservation authority this knowledge of the land is gone and will endanger people living in these high risk areas.
Do not pass this! Keep the 36 conservation authorities!
